The simulation is driven by zoning land for residential, commercial, and industrial purposes, which then requires supporting infrastructure like power grids and water systems to facilitate growth.
Financial management is a central and challenging aspect, as tax revenue must fund services and construction, with poor planning risking bankruptcy. Citizen satisfaction is gauged through in-game newspapers that report on various city issues, replacing a simpler feedback system from the earlier game.
The game introduced an isometric perspective and allowed terrain customization before construction begins. A wider array of civic buildings, from schools to prisons, and special landmarks like airports, influence development. Advanced options include controlling neighborhood density and eventually constructing massive, futuristic arcologies.
Transportation networks for managing traffic, regional trade with neighboring cities, and random or player-triggered disasters add layers to the simulation. Later versions adapted the game for different platforms, with some enabling multiplayer management of a single city and others streamlining the interface for consoles or portable devices.
