Caesar II Overview
Caesar II places the player in the role of a provincial governor in ancient Rome, with the ultimate objective of rising to become Caesar. This involves constructing and managing a functional city from a single province, a process that requires attention to infrastructure and public services.
City management encompasses establishing a reliable water supply, law enforcement, and providing facilities for education, entertainment, and religion. Temples serve a dual purpose as banks, creating a risk of robbery without sufficient policing. The economy is supported by developing provincial resources such as stone and grapes through industry, then distributing these goods via city markets after connecting outlying villages with roads.
External threats periodically emerge from hostile tribes, requiring the player to defend their province. Success is measured by meeting specific goals within a province, after which the player advances to a new, more challenging region. This cycle of provincial development and defense repeats as the player progresses toward the highest rank.
