SimCity is a simulation where the player acts as mayor to develop an urban area from undeveloped land. The primary task involves designating zones for housing, commerce, and industry, then supplying the necessary power and transportation links to make them functional. A city's expansion depends on managing its finances, which are primarily drawn from tax rates that affect resident contentment. Allocating funds to services like police, fire departments, and schools is required to address the problems that emerge with growth, such as crime, fires, and traffic congestion.
Beyond the open-ended construction mode, structured scenarios present specific, time-limited crises to resolve, such as post-earthquake reconstruction or controlling crime rates. The environment itself introduces unpredictability through random natural disasters, which test infrastructure and emergency services. Players can also choose to initiate these events. Certain editions of the game included terrain editing tools, allowing the landscape to be customized with features like rivers and mountains before construction begins.
