Populous presents a conflict between divine beings, each guiding a human population toward global dominance. Players begin with a single follower placed in an untamed environment, where terrain must often be shaped to create usable land for expansion. A larger population increases the player's divine power, making the growth and protection of followers a central concern.
Divine intervention extends beyond terraforming, allowing direct assaults on opposing civilizations. Players can reshape the world to drown enemies, create swamps, or trigger volcanic eruptions. Catastrophic events like floods can also be unleashed, targeting settlements not built on elevated ground.
Military action is personified through a hero, a leader empowered by the collective strength of the population. This unit marches toward enemy territory to engage in destructive combat, continuing until either it or the opposing populace is eliminated. The competitive nature of the game is challenging, as rival gods pursue their own expansion simultaneously.
