The roster selection emphasizes historical matchups, including division champions from 1983 to 1990, the 1989 All-Star teams, and every team from the 1990 season using their 1989 statistical data. Players who had retired and were no longer under the MLBPA's licensing agreement by 1991 appear only as initials paired with their fielding positions.
Its gameplay mechanics are carried over directly from the previous installment, R.B.I. Baseball 2, prioritizing an arcade-style experience over simulation. This allows for direct historical comparisons, such as pitting the 1986 New York team against the 1987 Minnesota team.
