Mega Man 7 begins with the aftermath of Dr. Wily's imprisonment, a situation that proves temporary. A contingency plan he set in motion earlier activates four hidden robots designed to free him.
The protagonist, Mega Man, intervenes upon learning of the jailbreak. His efforts are complicated by the arrival of Bass, a new robotic character who claims the mission for himself and questions Mega Man's role.
This setup leads Mega Man to pursue a dual objective: confronting the resurgent Dr. Wily while also determining the motives and allegiance of the mysterious Bass.
