Hot Wheels: Burnin' Rubber is a racing title based on the toy car brand. Its primary structure is a Grand Prix mode, which is segmented into four cups of escalating difficulty. Advancing through this mode requires consistently finishing in first or second place, making the progression challenging as a failure costs a life.
The game presents its races using a visual style that simulates 3D through sprite scaling. Tracks often reflect the miniature scale of the toys, setting races in oversized everyday environments such as on a billiard table or inside a bathroom. A total of sixteen tracks are available, alongside a selection of twenty five cars, though only five are accessible initially.
Unlocking additional content is a central activity. More cars become available by winning in the Grand Prix or by setting time trial records. Success in races also grants currency, which can be invested in car parts like engines and computers to improve performance attributes such as acceleration and traction.
Beyond the main campaign, options include single races and time trials on unlocked tracks. The game supports two player competition via a link cable, with each participant requiring their own game cartridge. Player progress is saved automatically through a battery backup system.
