X-COM: UFO Defense is a strategy game set in a near-future 1998 where global governments, unable to counter a surge in UFO activity, form a covert paramilitary organization. The player commands this Extraterrestrial Combat Unit, managing its growth from a single, modestly equipped base.
Operational command occurs on a global scale, where the player directs aircraft to intercept alien craft and deploys ground teams. Financial and logistical management is challenging, requiring careful allocation of funds for personnel, construction, and manufacturing, with income derived from both selling recovered technology and discretionary funding from member nations. This funding can be reduced or withdrawn if a nation perceives inadequate protection, potentially leading to alliances with the alien threat.
Technological advancement is critical, as initial human equipment is inferior. Research is conducted on recovered alien artifacts and captured beings to develop superior weapons and systems. Ground engagements shift to a separate, turn-based tactical mode where soldiers operate with a finite pool of action points each turn. Victory in these missions, which typically require eliminating all hostile forces, yields further materials for study and reverse engineering.
