Steel Panthers II: Modern Battles is a turn-based strategy game that shifts the series' focus to military engagements from the latter half of the twentieth century. Its conflicts span from 1950 through 2000, presented on a hexagonally divided map.
The operational framework, including its graphics and interface, remains largely consistent with the first game but operates on a larger scale. This expansion accommodates more units, each defined by a greater number of statistical values, and bigger battlefields.
Players engage with a selection of six preset campaigns and various standalone scenarios. These include historical conflicts like the 1973 Golan Heights battle and the 1991 Desert Storm operation, alongside hypothetical wars such as a 1980 Soviet push through Germany's Fulda Gap and a 1997 Chinese invasion of Taiwan. The package is supplemented by a campaign generator for creating additional content.
