FIFA Soccer 95 expanded the series by focusing on club-level competition, introducing teams from eight nations to bring the total roster beyond two hundred. This shift from primarily international play allowed for a variety of domestic league and tournament structures within the game.
Technical improvements included a battery backup in the cartridge, which replaced password systems for saving up to four competitions. On the field, control responsiveness was enhanced to facilitate passing strategies, while new attacking options like volley kicks and more effective headers were added. Goalkeeper artificial intelligence was improved for better defensive reactions.
The game also provided new ways to practice and execute plays. A dedicated penalty shootout mode offered quick matches, and set pieces were redesigned to allow players to select from predefined tactical options rather than taking a simple direct kick.
