Naruto: Ninja Council 2 is a Game Boy Advance title structured around the Chunin Exam, which is divided into seven stages. Players guide the trio of Naruto, Sasuke, and Sakura through these missions, which can involve objectives like clearing all foes or completing a section under a time limit.
A central mechanic is the ability to switch between the three protagonists at any point. Each possesses a distinct combat style with unique combos and three special techniques.
