Gameplay involves a sequence of international pursuits. Each case starts with a stolen treasure, prompting travel to a location to gather clues from witnesses. These clues must be used to deduce the next destination, chosen from a limited set of available flights from each country. A countdown timer makes this process challenging.
Success requires identifying both the thief's path and the specific criminal. By matching witness descriptions of physical traits and hobbies to known V.I.L.E. member dossiers, the player can obtain an arrest warrant. Capturing lower-ranking agents gradually reveals information leading to the final confrontation with Carmen Sandiego herself.
