Wembley Rugby League is a DOS sports simulation built on an existing game engine previously used for a rugby union title. The game presents its action from either a top-down perspective or a forced-perspective 3D view, with an on-screen scanner to track player positions, a feature noted as particularly important in this sport.
Core gameplay mechanics involve passing with a directional input, kicking by holding the action button, and tackling by aiming at an opponent. Set-piece kicks require timing button presses to control direction and angle. The simulation incorporates specific Rugby League rules, including teams of 13 players and the absence of line-outs, with scrums occurring for balls out of play or knock-ons.
A defining rule is the six-tackle limit before possession changes, which encourages bold attacking plays on the final tackle. Possession can be reset by winning the ball back from the opposition. After a tackle, play restarts with a 'Play-the-Ball' maneuver, where teams remain on their respective sides of the ball.
